Stopping the Start: our new plan to create a Smokefree Generation

Announced in October 2023 based on the recommendations from the Khan Review, ‘Stopping the Start: our new place to create a smokefree generation’ was published outlining the Government’s efforts to achieve a national smoking prevalence of 5%. To support these efforts, further funding for stop smoking services was announced as part of this paper to achieve this Smokefree 2030 target.
£70 million has been identified for these services over the next 5 years, starting in 2024-25. Funding per Local Authority area has been calculated based on local smoking prevalence. North Yorkshire’s funding for 2024-25 was identified as £632k. A key decision was made in March 2024 to enable the Local Authority to accept this grant funding for 2024/25 (Decision - Stopping the Start: our new plan to create a Smokefree Generation | North Yorkshire Council)
This new Key Decision seeks approval to accept the recurring funding (defined as a grant which has been applied for previously with no substantial change to delivery of the grant) of £643k for 2025/26, in line with the Constitution.

To consider the proposed funding allocation methodology for the DfE Early Years Expansion Grant 2025-26 funding to early years’ providers for the 2025-26 financial year. To approve the recommendation in respect of the funding allocation methodology to be used for the allocation of the grant to early years providers operating within North Yorkshire.

 

The DfE conditions of grant for the Early Years Expansion Grant 2025-26, published on 28 February 2025, do not require formal consultation to be undertaken with the Schools’ Forum or the early years sector. The conditions of grant require local authorities to communicate provider funding rates within 6 weeks of DfE’s publication of rates, that is by 10 April 2025; this timescale does not allow for a formal consultation to be undertaken. The Schools’ Forum and the early years sector will be notified of the Early Years Expansion Grant 2025-26 in early March 2025 and there will be opportunity for comments and feedback to be provided.

No formal consultation will be undertaken. However, the North Yorkshire Schools Forum will be notified of the Early Years Expansion Grant 2025-26 at the meeting on 13 March 2025. Early years providers will be notified of the grant through the Early Years Key Messages bulletin, the CYPS-Info Red Bag bulletin and the March 2025 Early Years Leadership Forum briefings.
